California Economic Recovery
Overview
The American Recovery and Reinvestment Act of 2009 (Recovery Act) will provide $787 billion in economic investment nationally. The Recovery Act will invest in our nation's infrastructure and transportation, enhance energy independence, expand educational opportunities, preserve and create nearly 3.5 million jobs and to assist those most impacted by the recession.
California is expected to receive $535.6 million for training and employment services under the Workforce Investment Act and Wagner-Peyser Act that will be administered locally through One-Stop Career Centers and various local and community organizations. An estimated 396,000 jobs, the most of any state, are expected to be saved or created over the next two years with a priority in targeted industries such as health care, transportation, green, and energy.

Enhanced services will be implemented through One-Stop Career Centers located throughout California to improve the effectiveness of the workforce system. Recovery Act funds will provide for increased services, such as transportation assistance, books and supplies, paid work experience, summer job programs, and other training and employment opportunities for dislocated workers, older workers, youth, and adults.

- Federal Guidance
- Training and Employment Guidance Letter 5-09 issues revised youth reporting form Employment and Training Administration (ETA) Form 9085 (Office of Management and Budget (OMB), Control No. 1205-0422) and instructions, which incorporate reporting requirements for the Recovery Act.
- Training and Employment Guidance Letter 1-09 provides initial guidance on the information necessary to effectively implement the reporting requirements included in Section 1512 of the American Recovery and Reinvestment Act of 2009 (Recovery Act).
- Change 1 – provides additional guidance on the reporting requirements included in Section 1512 of the American Recovery and Reinvestment Act of 2009 (Recovery Act) and provides clarification of selected data requirements.
- Change 2 – provides additional guidance on the reporting requirements included in Section 1512 of the Recovery Act and provides clarification for grantees using any of the three methods offered by the Office of Management and Budget (OMB) to submit data using the XML schema, Excel spreadsheet or manual entry of data.
- Training and Employment Guidance Letter 29-08 requires sub-recipients, i.e., any first-tier subcontract or sub-award funded in whole or in part under the American Recovery and Reinvestment Act of 2009, to obtain a Dun & Bradstreet (D&B) Data Universal Numbering System (DUNS) number www.dnb.com. Any such sub-recipient must also establish and maintain active and current profiles in the Central Contractor Registration (CCR) at www.ccr.gov.
- Training and Employment Guidance Letter 21-08 strongly encourages states to widen the types of training and the conditions under which education or training are considered “approved training” for purposes of the state’s Unemployment Insurance (UI) law during economic downturns and assist individuals to apply for Pell Grants and other financial aid through One-Stop Career Centers.
- Change 1 – (1) To advise states of two important clarifications about Pell Grant eligibility requirements, (2) to encourage states to use procedures that inform Unemployment Insurance (UI) beneficiaries before enrollment whether training is considered by the state as UI Approved Training, and (3) to remind states that determinations made on UI Approved Training requests may be reported as "countable" non-monetary determinations for workload purposes.
- Training and Employment Guidance Letter 14-08 provides policy guidance and direction regarding the Recovery Act funding for activities authorized under WIA and the Wagner-Peyser Act and includes specific instructions regarding the requirement for states to modify their WIA and Wagner-Peyser Strategic State Plans.
- Change 1 – amends TEGL 14-08 and announces the location of frequently asked questions and answers on the Employment and Training Administration Web site.
- Training and Employment Guidance Letter 13-08 provides the allotments made under the American Recovery and Reinvestment Act of 2009 to supplement Program Year 2008 allotments for WIA Title I Adult, Dislocated Worker and Youth Activities Programs, and Employment Service activities, as required by the Wagner-Peyser Act, as amended, and to provide Reemployment Services Allotments.
- Training and Employment Notice 07-09 informs workforce system stakeholders of additional technical assistance options related to the Section 1512 Reporting Requirements in the American Recovery and Reinvestment Act of 2009.
