Resources
At the Employment Development Department (EDD), we recognize the important contributions that small businesses make to California’s economy. According to the Small Business Administration’s Office of Advocacy, “California’s 3.4 million small businesses* provide economic opportunities to diverse groups of people and bring innovative products and services to the marketplace.”
This year’s theme for National Small Business Week, May 17 - 23, “Meeting Challenges ... Achieving Success” reflects the economic uncertainty that our nation faces, which make EDD services more important than ever to the success of California’s small businesses.
In honor of National Small Business Week, EDD is pleased to highlight stories of small business owners throughout the State, whose businesses are thriving. We also feature EDD services that can help small business owners achieve success even in a tough economy including finding skilled workers, staying competitive, and making informed decisions. We offer a full array of job placement services, up-to-date information on the labor market and emerging occupations, tax and hiring incentives, and more.
*The SBA defines a small business as one with fewer than 500 employees.
EDD Services for Employers
CalJOBSSM
Provides job listings and access to job seeker résumés for employers and qualified workers.
Payroll Tax Information
State payroll tax services and information for new and existing employers.
Tax Seminars
No fee state payroll tax seminars, available in either classroom-style or Web-based (Webinars). These seminars are designed to help employers comply with the State of California payroll tax laws.
Labor Market Information Division (LMID)
Provides information and data specifically for employers and business owners to improve their marketability. The site includes links to wages, data for your business plan, resources for employees, and more.
Tax Credits
Money saving information and resources for employers such as the Work Opportunity Tax Credit (WOTC), Empowerment Zone/Renewal Community Tax Incentives, Disabled Access Credit, and the Architectural and Transportation Tax Deduction.
CEAC
The California Employer Advisory Council (CEAC) is a nonprofit, statewide umbrella organization with approximately 50 local Employer Advisory Councils (EAC) throughout the State. The CEAC and local EACs are recognized by state and federal government as the premier information resource on employment and workforce development issues.
e-Services
Provides services and forms available online to file payroll tax reports, make tax payments, register for an employer account number, change of address, and more.

California Tax Service Center
Offers one-stop tax assistance. Partnership agencies includes the Board of Equalization, Employment Development Department, Franchise Tax Board, and Internal Revenue Service.
IRS Small Business and Self-Employed Tax Center
Provides information regarding federal tax responsibilities and information for new and existing business owners.
California's Enterprise Zone program
Both state and local incentives are available to businesses located in California Enterprise Zones, Targeted Tax Areas, Manufacturing Enhancement Areas, and LAMBRAs.
Small Business Development Centers (SBDCs)
SBDCs offer one-stop assistance to individuals and small businesses by providing a variety of information and guidance in central and accessible branch locations. The program is a cooperative effort of the private sector, the educational community, and federal, state and local governments.
SBA's Small Business Training Network
A virtual campus housing free training courses, workshops, and knowledge resources designed to assist entrepreneurs and other students of enterprise. The Training Network makes SBA's business management resources available 24/7. (www.sba.gov/training/)
SCORE
A nationwide network of small business counselors composed of a cadre of nearly 10,500 volunteer business men and women in 389 chapters nationwide. SCORE is a unique federal government resource that utilizes volunteers, both working and retired, with expertise to advise small businesses, lead business seminars, and coach entrepreneurs online. A resource partner of the SBA for more than 40 years, SCORE has helped more than 7 million businesses succeed and stay active in the local and national small business marketplace.

Business.gov
A business gateway partnership of 22 federal government agencies that provides information and resources that help small businesses comply with federal, state and local business laws and government regulations.
SBA Recovery Information Center
The American Recovery and Reinvestment Act will have a significant impact on small businesses and on the credit crunch, providing tax incentives and financing opportunities that will help them create jobs.
The National Women's Business Council (NWBC)
A bi-partisan federal advisory council created to serve as an independent source of advice and policy recommendations to the President, Congress and the SBA on economic issues of importance to women business owners. The council's mission is to promote bold initiatives, policies and programs designed to support woman business enterprises at all stages of development in the public and private sector.
Youth Entrepreneurship
The SBA’s and Mind Your Own Business (Joint with Junior Achievement) Web sites introduce young entrepreneurs to the concept of small business ownership as a viable career choice by helping them shape their dreams of entrepreneurship.
U.S. Export Assistance Centers (USEACs)
Provide export information and development assistance to help small businesses take advantage of export markets, including trade counseling, training, legal assistance, and publications.
U.S. Chamber of Commerce
The world’s largest business federation representing three million businesses of all sizes, sectors, and regions, as well as state and local chambers and industry associations.
