Employer Advisory Council

The EACs are a cross section of local employer volunteers from businesses throughout California. Partnering with EDD staff, the EAC helps employers do business more effectively and efficiently. The EACs assist employers in their efforts to give back to their communities by advocating local workforce development efforts, supporting veterans’ stand downs, and providing scholarships to local area youth. Lastly, the EACs help educate employers about relevant employment issues, increase employer knowledge of EDD programs and services, increase cooperation and communication between EDD and the private sector, and identify ways to improve EDD services.

California Employer Advisory Council

The California Employer Advisory Council (CEAC) is a nonprofit, statewide umbrella organization for more than 50 local Employer Advisory Councils (EAC) throughout the State. The CEAC and local EACs are recognized by state and federal government as the premier information resource on employment and workforce development issues. The CEAC:

  • Provides links between employers, EACs, the Employment Development Department (EDD) and the U.S. Department of Labor.
  • Identifies problems affecting employers that have statewide or national implications.
  • Proposes and reviews legislation dealing with employer-related issues.
  • Recommends changes to state and federal employment laws, regulations, policies, and procedures.
  • Assists EDD in marketing its services.
  • Coordinates and disseminates employment information to EAC members.

  • Plan and attend seminars and workshops about Job Services, Employment Tax, Disability Insurance, Unemployment Insurance equal employment opportunity, personnel administration, and other business-related issues that meet employers needs.
