What is the EDD Job Service?
The EDD Job Service is California’s component of the federal/state public
employment service system. Connecting job seekers with employers – that’s our job!
The Job Service is a partner with other employment and training organizations in the
One-Stop Career Center system created by the Workforce Investment Act of 1998.
Who can use the Job Service?
Any person who is a legal resident and authorized to work in the United States
may apply for EDD's employment services. California law requires all Job Service
applicants, whether or not they are U.S. citizens or nationals, temporary or
resident aliens, residing in or outside of California, to provide documentary
proof prior to receiving services. Click here for more

What services are available?
For most job seekers, the self-service job search using
CalJOBSSM will meet their employment needs.
Job seekers who are not familiar with computers can get assistance from the customer
service staff in EDD Job Service locations.
What if I need more assistance to find a job?
For job seekers whose career or occupational situation requires more than the
self-service job search, EDD Job Service has several no-fee employment assistance
programs to help overcome barriers to finding a suitable job – see the list below.

American Indian Employment Program
The EDD and the Candelaria American Indian Council, a non-profit social service
agency, jointly administer the American Indian Employment Program.
The American Indian Employment Program enhances employment opportunities
for Native American Indians by providing intensive employment-related services
and job retention assistance. The goal of the program is to help participants
achieve economic independence through long term employment, education, and job
training.

Deaf and Hard of Hearing Program
This program provides services to individuals who are Deaf or hard of hearing. Services include interpreters, job placement, and follow-up. The primary purpose of this program is to assist job-ready individuals who are Deaf or hard of hearing to find, obtain, and retain unsubsidized employment. The program also ensures that interpreter services are provided to individuals who are Deaf or hard of hearing to assist them in claiming unemployment insurance benefits and receiving other EDD services.

Intensive Services Program
The Intensive Services Program provides one-on-one job search services to job
seekers who need intensive coordinated employment services. Program clients include
clients referred by other agencies, public assistance recipients (CalWORKS,
General Assistance, or Food Stamps), disabled persons, dislocated workers,
non-English speaking persons, high school drop-outs, older workers, migrant and seasonal
farm workers, foster youths, ex-offenders, and persons who are economically
disadvantaged.

Job Search Workshops
A Job Search Workshop is one or a series of job search training sessions for
individuals from various occupational backgrounds. An EDD employee with expertise
in job seeking techniques leads the group through practical exercises on topics
such as marketing their skills through an application and resume, locating and
developing job openings, effective interviewing techniques, and tips for retaining
a job. The workshop setting also provides an opportunity for the participants to
share techniques they have found effective in looking for a job.

Jobs for All
The Jobs for All (JFA) program enhances employment opportunities for Californians with
disabilities by providing coordinated, one-on-one employment-related services and job
retention assistance. The goal of the program is to help participants achieve economic
independence through long-term employment. The Employment Development Department (EDD)
and the Department of Rehabilitation (DoR) have jointly developed and closely cooperate
in the implementation of this program, which recognizes that California’s citizens
with disabilities experience some of the highest unemployment rates in the State.
The JFA is a complete, intensive program which combines a full range of services to
individuals who have challenges acquiring and maintaining employment. The role of the
JFA specialist in each office is to help individuals with disabilities identify employment
opportunities, enhance accessibility, receive supportive services in the community,
and provide on-going support before and after a job placement.
The majority of clients are referred to the program through DoR referrals. Many
clients also contact EDD’s JFA specialists through the One-Stop Career Center partners,
community-based organizations, or by walk-in. Services provided to JFA participants may include:
- Registration in CalJOBSSM – EDD’s on-line job and résumé bank
- Assessment of employment needs
- Intensive individual services to remove barriers to employment
- Job development
- Referral to education and training opportunities
- Job search workshops
- Referral to supportive services
- Accommodations such as interpreters for individuals who are deaf or hard of hearing
- Follow-up services

Migrant and Seasonal Farmworkers and Food Processing Workers
The EDD Job Service provides migrant and seasonal farmworkers and food
processing workers with employment services equivalent to those provided to
people who are not farmworkers.
All EDD Job Service locations are staffed to provide assistance to job seekers,
including farmworkers and food processing workers, who are unfamiliar with the
automated job listings systems, or who have language barriers that might lessen
the effectiveness of their job search. Selected EDD Job Service locations in
agricultural areas conduct outreach to farmworkers to ensure that the job
opportunities in the occupations they prefer are made available to them.
Job Service also works closely with the agricultural industry in California
to help balance the supply of labor in areas with shortages.

One-Stop Career Centers
The Workforce Development Act of 1998 (WIA) created a new organizational structure
for publicly funded employment and training programs. Many EDD Job Service offices
are located in the One-Stop Career Centers created by WIA. The EDD information and
employment services are provided in coordination with other agencies, to ensure
that job seekers and employers get enhanced assistance without having to travel
from one location to another.

Road to Self-Sufficiency Workshops
The "Road to Self-Sufficiency" workshops are designed to help individuals
receiving public assistance to develop the life-time job search techniques
necessary to seek, obtain, and retain suitable employment. The curriculum
is designed to meet the needs of those who are recently unemployed, long-term
unemployed, or never employed. The workshop facilitator will teach participants
how to perform an employment self-appraisal, set personal goals, complete a
master application, prepare a resume with cover letter, and plan a job search.
Participants also learn how to prepare for a job interview, practice for a
job interview, put the job search plan into action, deal with a job offer,
and how to retain a job once hired.
These workshops may be held in a variety of locations. Contact your local public
assistance office for information on whether they are sponsoring an EDD Road to
Self-Sufficiency Workshop in your area.

Veterans Services Program
All EDD Job Service offices have specially-trained staff to ensure veterans
of the U.S. Armed Forces receive maximum employment and training opportunities.
Services can include counseling, labor market information, job referrals,
job search workshops, and job development with potential employers.
To make an appointment with a Veterans Employment Representative or a
Disabled Veterans Outreach Specialist, contact your local EDD Job Service office.

Youth Employment Opportunity Program (YEOP)
This program, which began in 1989, provides special services to youth, ages
15 to 21, to assist them in achieving their educational and vocational goals.
Services include peer advising, referrals to supportive services, workshops,
job referrals and placement assistance, and referrals to training and community
outreach efforts. The EDD Mentors and YEOP Specialists provide the employment
services. Eligibility is based on attendance at school. If a youth is thinking of
dropping out of school (high school, continuation school, college, university,
vocational training), or has already dropped out, they are eligible to enroll.
The YEOP Mentors and Specialists assist by removing barriers to enable the
youth to remain in or return to school.
