Fresno, CA  93721
Arthur Littlefield
(559) 498-7155
Award Amount: $500,000
Summary: This project will target and serve 100 paroled offenders that have been convicted of a violent crime and are reentering the Fresno Community.  The project will incorporate the participation of federal and state parole offices along with seven community partners that will work in concert in the delivery of workforce services.  These services include work readiness, vocational and occupational training, structured internships, on-the-job training and follow-up/retention services that have all been nuanced and configured to address the needs of this hard-to-serve, special population.  Approximately 74 individuals will be placed in demand occupations such as mechanics, meat cutters, construction, culinary and metal fabricators.  This project will operate in tandem with a Department of Labor funded reentry program that is currently operated by this applicant.  The current program serves reentering non-violent offenders.
Men of Valor
1034 66th Avenue
Oakland, CA  94621
LaTisha Rogers
(510) 567-1300
Award Amount: $500,000
Summary: The Men of Valor Academy (MOVA) is designed to help ex-offenders and high school dropouts 18-35 years of age to receive support that they need to reintegrate successfully into society.  Many of the young men who have dropped out of school or have been recently released from jail or prison, for the most part, do not have the skills nor do they have the education necessary to become a productive member of society.  The MOVA will provide 100 individuals the skills and education they need in order to become positive and productive citizens of our community.  The objectives of the project are to provide a 24-hour structured environment, teach participants life skills, provide educational opportunities for GED and advanced training, and successfully place 60 individuals in employment.
San Diego Second Chance Program
6145 Imperial Avenue
San Diego, CA  92114
Jack Micklos
(619) 234-8888
Award Amount: $479,651
Summary: Histories of addiction, criminal activity, homelessness, mental illness and unemployment, experienced in conjunction with one another, create formidable barriers for those who are disconnected from the mainstream workforce.  In San Diego County this population includes 10,000+ homeless persons, tens of thousands of former offenders and more than 200,000 adults living below the poverty level.  This population’s overwhelming need presents a substantial challenge for the traditional workforce development system. Second Chance, through the nationally-recognized STRIVE job readiness training program, will provide services to 180 participants.  This program will assist individuals in overcoming barriers, obtaining employment, and receiving mental health counseling and housing assistance.  Over 100 individuals will be placed in entry level jobs in the hospitality/tourism, construction, and other industries.

Special Populations

South Bay Center for Counseling
360 North Sepulveda Boulevard, Suite 2075
El Segundo, CA  90245
Colleen Mooney
(310) 414-2090
Award Amount: $500,000
Summary: The project creates career pathways to refinery contract maintenance positions for 76 disadvantaged youth and adults with barriers to work.  Reflecting an industry combining strong growth and a relatively low skill threshold for entry-level workers, initial placements as Safety Attendants at up to $1,000 per week will lead to upgrade training and placement in mechanical craft careers paying $40 to $60,000 per year.  Sponsored by WelltechSafety/TIMEC, California's largest refinery maintenance firm, community and workforce agencies, and Harbor College, this comprehensive pathway includes basic and job specific skills training, initial and advanced job placement, intensive case management, and social support.

Advancing Minimum Wage Workers

Rubicon Programs Incorporated
2500 Bissell Avenue
Richmond, CA  94804
Jane Fischberg
(510) 287-3987
Award Amount: $500,000
Summary: Pathways to Self-Sufficiency is a demonstration initiative of Rubicon Programs, Alameda County Social Services, Berkeley City College, and regional employers targeting entrenched working poor CalWORKs recipients in Alameda County.  PASS incorporates intensive assessment, case management, training, supportive services and placement into higher wage employment with access to career ladders in biotechnology, medical administration, and social service industry sectors in the greater San Francisco Bay Area. PASS integrates Community College, TANF, State CalWORKs, and One-Stop WIA funds into a sustainable workforce strategy targeting vulnerable working families who, despite years of unsubsidized employment, have been unable to exit the CalWORKs system.
