On January 25, 2007, grants were awarded to ten organizations under the WIA VEAP Solicitation. Project descriptions, award amounts, and contact information are listed below.

Summary: Able-Disabled Advocacy (A-DA) a 501 (c) (3) organization is proposing to serve Veterans and their eligible spouses that reside in San Diego County.  A comprehensive array of WIA services will be conducted by A-DA and their education, training, and collaborative partners.

TechWORKS for veterans will serve 84 veterans and will prioritize services for those with Service-Connected Disabilities and significant barriers to employment.  Of the 84 served, 70 will enter employment; 60 will receive training; 52 will receive credentials; 57 will be retrained in a variety of labor market demand job with high wages, benefits, and advancement potential.

Occupations to be offered include:  Computer technology, nursing, medical assistant, pharmacy technician, accounting, cook, business, hospitality, tourism, medical, dental, etc.

Imperial Valley Regional Occupation

Summary:  Imperial Valley Regional Occupation Program (IVROP), in collaboration with the EDD One-Stop Career Centers, Imperial Valley College, CalWORKS, etc., proposes to place 46 Imperial Valley veterans into long-term employment.  Targeted veterans include recently separated, service-connected disabled, campaign veterans and those facing significant barriers to employment.  The average starting wage will be $12 to $25 per hour. The planned enrollments for the IVROP are 60, of which, 50 will receive training.  This program will cover Imperial Valley, which is the seventh largest county in California.

Occupations to be offered include:  mortgage loan technician, correctional officer, police, sheriff, patrol officers, and pharmacy technician.

Summary:  Inter City Services veterans' program, in collaboration with EDD's Veteran Representatives, Local Workforce Investment Boards, Department of Veterans' Affairs, Local Vet Centers, Peralta College District, Berkeley Adult School, and the City of Berkeley, proposes to place 94 East Bay veterans.  Targeted veterans are recently separated, service-connected disabled, campaign veterans, and those facing significant barriers to employment.  The participants will receive an earnings increase of at least $3,500.  Inter City Services veterans' program plans to enroll 125 veterans, including covered spouses, and will cover Alameda and Contra Costa counties.

Occupations to be offered include:  biotech, home health aide, nurse aide, certified nursing assistant, pharmacy technician, data entry operator, automated financial recordkeeping clerk, web designer, and computer service technicians.

Summary:  The Employers Training Resource (ETR) will cover a four county region:  Inyo, Kern, Mono, and Tulare counties.  The ETR proposes to place 134 area veterans into long-term employment.  Targeted veterans include: recently separated, service-connected disabled, campaign veterans and those facing significant barriers to employment.  The average starting wage will be at least $15 per hour.  ETR will be transitioning with employers relocating to the area.  Due to the central location of ETR, warehousing and distribution centers are attracted to the area. Months after hire, the average veteran will earn at least $17 per hour.  191 veterans will receive core services.  ETR has successfully operated EDD employment programs in Program Years 2003-04, 2004-05 and 2005-06.

Occupations to be offered include:  office clerks, correctional officer, bookkeeper, maintenance and repair worker, stock clerks, sales representatives, office managers, automotive service technicians and mechanics.

Monterey County

Summary:  Monterey County, in collaboration with the Office of Employment Training, the Veterans Transitions Center, The Monterey County Military and Veterans Affairs Office, EDD and the Department of Rehabilitation, propose to enroll 100 and place 82 veterans, of which, 75 will receive training.  The target populations are eligible spouses of veterans, recently separated, service-connected disabled, campaign veterans and those facing significant barriers to employment. The average starting wage will be $13.10 per hour.  This program will cover Monterey County.  The outcome will be to assist veterans with apprenticeships, internships and training to secure employment in the construction, healthcare and protective services industries in high-need and high wage occupations.
New Directions

Summary:  New Directions’ Veterans-to-Work program places homeless veterans in Los Angeles County into meaningful sustaining work.  The agency offers employment services for veterans with drug and alcohol addiction, mental illness, and Post Traumatic Stress disorder.  In addition to long-term housing, food and clothing, drug treatment, and mental health services, New Directions offers remedial education, employment development plans, and training in computers, culinary arts, construction management, environmental management, and human services, as well as individualized training opportunities.  New Directions has operated a vocational program since 1998 and networks with other agencies to offer optimum employment services.

New Directions anticipates enrolling 150 veterans, 115 job placements, and an 80 percent job retention rate.

Summary:  North Bay Veterans Resource Center (NBVRC), in collaboration with EDD's Veterans' Representatives, Joblink, Mendocino and Lake County One-Stops, Local Workforce Investment Boards, the State Department of Rehabilitation, and the Department of Veterans' Affairs, proposes to place 118 veterans into sustainable wage jobs with an average wage at placement of $12.25 per hour. Approximately 160 veterans will receive core services. Targeted veterans include recently separated, service-connected disabled, campaign veterans and those facing significant barriers to employment. NBVRC’s program will cover Sonoma, Mendocino, and Lake Counties utilizing a time-proven case management model.

Occupations to be offered include:  food preparation workers, maintenance construction laborers, truck drivers, nursing aides, orderlies or attendants, and mechanics.

North County Interfaith Council

Summary:  North County Interfaith Council, in collaboration with the San Diego Workforce Partnership, One-Stop Career Centers, EDD Disabled Veterans Outreach Program, Local Veterans Employment Representatives and Camp Pendleton Marine Base, proposes to place 95 veterans into employment that will lead to sustainable wages and career advancement. Targeted veterans include recently separated, service-connected disabled, campaign veterans and those facing significant barriers to employment.  The average starting wage will be $14.63 per hour.  This program will cover San Diego County and provide 115 veterans with core services.  North County Interfaith Council has provided WIA programs for over 9 years and currently administers a Recently Separated Veterans Pilot Project.

The following occupations will be beneficial to help clients obtain high-wage employment: truck driving, bus drivers, medical assistants, medical records and health information positions, private investigator/loss prevention, computer office specialists, construction, carpenters, drywall/ceiling installer and welders.

Summary:  The United States Veterans’ Initiative (U.S. Vets) in collaboration with the Los Angeles Veterans' Administration and other established linkages proposes to place 273 Los Angeles Area veterans into long-term employment. Targeted veterans include recently separated, service-connected disabled, campaign veterans and those facing significant barriers to employment. The average starting wage will be from $11.90 to $25.00 per hour.  362 veterans will be enrolled and 218 will receive training. This program will cover Los Angeles County including Long Beach.

The occupations for entry-level jobs and/or skills upgrade training that U.S. Vets will target include:  technology, communications, customer service, healthcare professions, administration, construction, truck driving, etc.

Vietnam Veterans of San Diego

Summary:  Vietnam Veterans of San Diego (VVSD), in collaboration with the San Diego Veterans' Administration and the Family Heath Centers of San Diego, proposes to place 129 San Diego Area veterans into long-term employment. Targeted veterans include recently separated, service-connected disabled, campaign veterans and those facing significant barriers to employment.  The average starting wage will be at least $12 per hour.  Six months after hire, the average veteran will earn at least $13 per hour.  170 veterans will receive core services.  This program will cover Metropolitan San Diego. VVSD has successfully operated EDD employment programs continuously since 1988.

Occupational skills include hotel management, construction, and security training. Participants will receive core training and will be referred to excellent vocational schools and the AFL-CIO Pre-Apprenticeship Program where hotel clerks will be promoted to evening managers and maintenance workers will become construction foreman.
