Workforce Investment Act Funds – Veterans Employment-Related Assistance Program (VEAP) - Questions and Answers

Questions submitted by parties interested in the Workforce Investment Act (WIA) – Veterans Employment-Related Assistance program funds, and the answers to those questions, are listed below. Questions and answers are organized by general topic area and/or category. This Web page will be updated regularly as questions are submitted.

Allowable Activities

  1. Q. What I am not clear on is the activity areas – for example, there are core services, intensive services, training services and follow-up services- with the exception of follow-up services (Veterans in all get those- correct?) can we provide one activity area or a combination of activities areas, or are we required to provide all activities areas?

    A. WIA Directive WIAD02-14 states that 15 Percent projects are not required to provide core and intensive services prior to training. However, in Section III – Planned Approach of the SFP you’re asked to explain the service process and specific types of services that will allow you to achieve the goals of the project. Depending on your service strategy, this could include one or more of the WIA allowable activities.


Applicant Eligibility

  1. Q. The application references intent to fund "innovative" projects. There is no further discussion of how they are defining and what they are considering to be / constitute "innovative" -- can we clarify their intent --- does this mean that the programs currently funded have to come up with new methods in order to be funded again? Does it mean that at least one aspect of the program should be innovative?

    A. We are seeking applications that are innovative in providing services to meet the ever-changing needs of veterans as well as creative ways for marketing and outreach. Applicants requesting to continue an existing program should demonstrate its effectiveness in serving the veterans population.

Funding

  1. Q. If we have a choice of applying for 18 or 24 months and we choose to apply for 18 months, will there be an opportunity to reapply so that there will not be a gap in services between contracts?

    A. You can submit a new application for funding when a Notice of Availability of Funds, (i.e. Solicitation for Proposal) is announced. However, all applications will be subject to the competitive scoring process.

  2. Q. The application materials, on page 4, state that “approximately 29,800 veterans will be separating from the U.S. Armed forces and choosing to reside in California during 2007.” Do you have these figures by county? Do you have these figures by county for 2008?

    A. Information on current VEAP contractors in Northern California can be found on California Department of Veterans Affairs web site at www.cdva.ca.gov.

  3. Q. The dollars must be split equally between the WIA 15 Percent and WIA 25 Percent categories; since older veterans with more barriers to employment cost more to serve and place, is it allowed for the cost per placement for the two categories (recently separated, not recently separated) to be different? In other words, to serve a larger number of recently separated vets than the others for the same amount of money?

    A. Cost per placement can be different for the two categories. Cost per individual participant may be flexible; however, the average should be at or above state performance goals. If they are not, you need to provide an explanation.

  4. Q. If an organization determines that they can/will provide services to 100% recently separated veterans, does this mean that all of them would fall under the 25 percent eligibility guidelines? Or could 50 percent fall under the 25 percent guidelines and 50 percent under the 15 percent guidelines?

    A. You must follow the eligibility guidelines for the use of 15 and 25 Percent funds. Please refer to WIA Directive WIAD02-13, Dislocated Worker 25 Percent Fund Requirements and WIA Directive WIAD02-14, 15 Percent Project Requirements.

  5. Q. Applicants may submit only one proposal and must request 15 and 25 Percent funds for a total request not to exceed $500,000. The requested amount must be equally split between the 15 and 25 Percent fund. For example, if the maximum total request is $500,000, the 15 Percent request would be $250,000 and the 25 Percent request would be $250,000. Could you please clarify 15 and 25 Percent funds?

    A. The 15 and 25 Percent funds have different criteria/requirements that must be met. The WIA 15 Percent Project Requirements are contained in WIA Directive WIAD02-14, 15 Percent Project Requirements. The WIA Dislocated Worker 25 Percent funds requirements are contained in WIA Directive WIAD05-18. These directives can be found on our web site at www.edd.ca.gov/wiarep/wiadir.htm.

  6. Q. Can we provide services from the 15 Percent fund, the 25 Percent fund or dually?

    A. Applicants must request both 15 and 25 Percent funds for a total request not to exceed $500,000. The requested amount must be equally split between the 15 and 25 Percent fund. For example, if the maximum total request is $500,000, the 15 Percent request would $250,000 and the 25 Percent request would be $250,000.


General

  1. Q. Where can I find data by California County on the number of recently separated vets within the last 48 months?

    A. Information on recently separated veterans within the last 48 months by California County is not available via the internet at this time. Estimates may be obtained through the Transitional Assistance Program (TAP) by contacting your county’s California Association of County Veteran Service Officers (CACVSO). The link to the CACVSO is www.cacvso.org/ContentPage.asp?ContentID=71 (Rev. 11/15/07).

  2. Q. Where can I find a list of the current VEAP contractors in Northern California

    A. Information on current VEAP contractors in Northern California can be found on California Department of Veterans Affairs Web site at www.cdva.ca.gov. Search in the Veteran Services section and then under Veteran Services Organizations.

  3. Q. A. We are wondering if it would be possible to add Camp Pendleton base, social service agencies and churches, as a new project under the umbrella of the current VEAP program, to our application, or if we should or could apply separately for a project related to the veterans returning from Iraq and Afghanistan who desire to resettle in the Camp Pendleton area (nearby cities are Escondido, Oceanside)?

    Q. B. San Bernardino Community College District is made up of three different entities: The Professional Development Center (PDC), San Bernardino Valley College (SBVC), and Crafton Hills College. Is it possible for the PDC and SBVC to submit separate applications, or must one application be submitted on behalf of the entire Community College District?

    A. Proposals will be accepted from public, private non-profit, and private for profit organizations. A single, incorporated (for-profit, non-profit, or public) entity may only serve as the administrative entity on one application. Additionally, an organization can be a partner to another single, incorporated entity provided the other entity serves as the administrative entity.

  4. Q. The application instructions related to the Integration of 15 and 25 Percent funds request that if the applicant is not a LWIA they obtain a letter of support from the affected LWIA. For the San Fernando Valley, does this refer to the City of Los Angeles Community Development Department, LA County Department of Community and Senior Services, from organizations currently funded under the Workforce Investment Act, or all of the above? Which of these are a must?

    A. The San Fernando Valley falls under the jurisdiction of the City of Los Angeles LWIA. In accordance with WIA Directive WSD07-3, Dislocated Worker Additional Assistance Projects, a letter of support from this LWIA must accompany your proposal.

Non-WIA Cash and/or In-Kind Match

  1. Q. Can a donation of personnel hours, TAA Representative, count toward an "In Kind" donation as a match? She will be bringing in new veterans from the bases; we (as civilians) do not have clearance for that kind of outreach.

    A. The SFP states in Section 5C, Non-WIA Cash and/or In-Kind Match, that in-kind contributions must be a non-WIA resource originating from a public and/or private source(s). If the TAA Representative is not WIA funded than personnel hours may count toward an in-kind match.

Performance Goals

  1. Q. The VEAP application packet provides the State Performance Goals; however, our project involves a number of Bay Area counties, and I’d like to get the approved Local Performance Goals for specific Bay Area counties.

    A. Information on local performance goals by local area can be found on our Web site, www.edd.ca.gov/wiarep/wiadir.htm via Workforce Services Directive, WSD07-5.

  2. Q. The Performance Goals Matrix requires an applicant to enter percentages for Planned Adult Goals and Planned Dislocated Worker Goals.  Shouldn’t the Earnings Change and Earnings Replacement Rate be dollar amounts?

    A. Yes, applicants should be entering dollars for Planned Adult Goals and Planned Dislocated Worker Goals on the Performance Goals Matrix.

  3. Q. If we are applying for both the 15 and 25 percent funds, what goals are we required to meet: dislocated workers performance goals of adult worker performance goals? Or do we have to split it?

    A. The SFP requires the applicant to request an equal amount of 15 and 25 percent funds. Therefore, you will be required to meet both dislocated worker and adult performance goals.


Proposal Criteria

  1. Q. Does the request Service Process Flowchart count as part of the 20 page narrative limit or is it a separate attachment and not counted in the 20 pages? Do you require the flowchart to be in Section III 1 or is it to be an attachment following the narratives at the end of Section III or elsewhere?

    A. The Service Process Flowchart counts as part of the 20 page narrative and should be included in Section III, Planned Approach.
